That is because accross every period, the atomic radius decreases and as you can see in the periodic table, F is to close to the end, making it the smallest aom, plus, the smaller the atom is, the more the outtermost shell is close to the nucleus, making a very better communication or attraction between a positive charged centre )nucleus) and a negative center (electron from the shells). The reason why it become hard to remove the electron, because it is to attracted.
