Hi. That is electronic configuration. As they start with[He], they have made the electron configuration for helium, which has a total of 2 electrons, which then plus 2 from that 2s2, gives a total of 4. Generally, when you are given a value of charge. That charge value determines the group of the element and this element must be in group 5 to lose 3 electrons to finally get 4 electrons. That would be nitrogen because its atom has 7electron, which minus 3 gives 4.
