Which of the following would most likely happen if water did not form hydrogen bonds? Water would exist only as a solid. Water would be able to dissolve all ionic compounds. Water would not expand when it freezes. Water would not exist on Earth.

I think the third answer, namely "Water would not expand when it freezes", because molecules of waters bond each other through the hydrogen bond, even if also the "Van der Waals" forces contribute to structure stability.

nevertheless "Van der Waals" forces are more weakly than hydrogen bond, so hydrogen bond is pratically the only one responsible for density decreasing of water
