it is difficult to break the bonds between \(\sf H_2O \) unless you have lightning and a molecule of it is still a liquid. Hydrogen peoxide on the other hand is very reactive. Their parts however are gasses, the H and the O.

if perchance during the lighting (from the splint) caused some parts of the water molecule to heat up really fast thereby turning them into vapor, then it might be considered similar to a steam
