The easiest would be to use a double y axis line graph. The x axis would contain the time scale (i.e. each week chronographically). Even though she wants to show the monthly temperature changes, that will be reflected in a weekly scale. The left y axis would contain the temperature scale for the given location. Since the temp goes below zero, you would put that temp on the origin (for example minus 40 degrees)- not zero degrees. The right y axis would contain the attendance figure for that week. This one would start at zero people. The scale would depend upon previous and anticipated attendance figures which could be zero to 100 people or zero to 10,000 people. Since Beatriz lives in a temperate climate, the temperature graph will be a parabola. The attendance graph will presumably show a dip in the parabola where people are staying home because there is not enough shade for the hottest days. With this graph, Beatriz would be able to make the case that the dip in the population parabola could be lessened if more shade was made available.
