Okay, the most basic form of a verb is the infinitive: to walk, to run (in short, it must have "to"). The trick to figuring out what is-look at what follows "to." If a verb follows to ("to walk"), then this is an infinitive (or, in some cases, an infinitive phrase) and IS NOT a prepositional phrase. If there are some adjectives or articles and a noun (there must always be a noun for this particular scenario), then it is a prepositional phrase ("to the park").
