nitric acid is a strong acid so it dissociates completely
so ph is defined as the -log_10 [H+]

for nitric acid because it is HNO3 it only has one hydrogetn so essentially the concentration of hydrogen ions you have is the given 1.2 x 10^-3 M (I played around with te nubmers since what you gave didn't make sense) to find the ph simply take the negative log base 10 of your expression
