From the table, the solubility of KCl in water at 20 degrees C is 34.2 grams per 100 grams of water. You have 200 grams of water in the problem, the solubility of KCl in 200 grams of water will be double the 34.2 or 68.4 grams of KCl in 200 grams water. The problem gives you that exact amount, 68.4 grams KCl dissolved in 200 grams water. In this case, the solution is called saturated. No more can go into solution at this temperature.
