Not 100% sure. But I think it's the structure of the atom :)

electrons are negatively charged, and protons are positively charged. They exert an attractive force between them, because they're opposite charges. the CLOSER that 2 charged objects are to each other, the stronger their attraction, and the opposite is also true. If you're going to remove an electron from an atom, you've got to break up that attraction. What option would most immediately affect your ability to do that?
