it is either not moving or moving with a constant velocity. In this case, it is moving with a constant velocity.

they just say the mass is moving and but they don't say that the force apply on the mass on which direction. How can you know which direction it is moving? if I say it is toward to the East, then the ? force is < 10 so that it can move to the East ( because 20 > 10 + amount of force <10)
But if I say it is moving to the West, then the ? force must be >10 so that the total force to the West > the force from the East which is 20
Hence, we don't know about the direction.
Therefore, only it is moving in constant velocity. That is applying the first law of Newton, the forces apply on the mass = 0 and it is originally moving with a constant velocity
On that way, you can calculate the required force by Newton's law. Dat sit
