for a) you want to choose two trials where the concentration of one reactant stays constant while the other changes, then observe the change in the rate based on the change in conc. From Trial 1 and 2, \([I]\) decreases by half while \([S_2O_8^{2-}]\) stays constant. The rate from trials 1 to 2 decreases by half, therefore the order of \([I]\) is 1. so far we know the rate law is: \(\sf \large rate=k[I][S_2O_8^{2-}]^x\) you need to find the order (exponent) of the other reactant. for b) once you have the rate law, it's a plug and chug \(k=\dfrac{rate}{[I][S_2O_8^{2-}]^x}\) find each constant then average them.
