I think I know how to do the first part but when the reflecting begins, then we may need help. That is what I have trouble seeing sometimes.

A (-4, 5) Translated according to the rule (x, y) →(x + 8, y + 2) and reflected across the x-axis A (-4, 5) goes to A' (-4 + 8, 5 + 2) and then is reflected across the x-axis. A( -4,5) goes to A'' (4,7) and then flips across the x-axis to become A' which has what coordinates. I'm using A"" to be where A is before the flip to A' in option 1.

On the first option, (-4.5) went to (4,7) and then flipped across the x-axis to (4, - 7) is what I see. Is that what you see. Flipping across the x-axis keeps the x the same but changes the sign of the y. The next question is what are the coordinates of A' shown on the given diagram.
I am thinking that option A is holding true. We should test another point.
The 4 options are really just 2 options with the axis of reflection changed.
B to B' on the first option seems to work.

A has coordinates (-4, 5) Option A says do this: (x, y) →(x + 8, y + 2) So, (-4, 5) gets sent to (4, 7) using the rule. Do you agree before x-axis reflection.

B has coordinates (-6, 4) Option A says do this: (x, y) →(x + 8, y + 2) So, (-6,4) goes to (2, 6) and then reflects to (2, -6) which is B' on the given diagram.
C (-5, 1) Option A says do this: (x, y) →(x + 8, y + 2) (-5, 1) goes to (3,3) and then flips to ( 3, -3) which is C'
