Electrons can absorb energy from other sources, like light. Therefore, to jump to higher energy levels, they must absorb energy. The higher the energy level, the more unstable, so they must absorb energy. The lower the energy level, the more stable they are, therefore, they emit energy to get to that lower energy state. So, C is right.
