octet rule is correct as @YOLO_KING said an atom that does not have complete octet at its last shell meaning less than 8 electrons are there the atom tends to want to fill it to 8 to reach noble state so some atoms want to lose their electron (usually atoms having from 1-3 electrons in their last shell) and some what to gain more electrons to reach that octet state (usually atoms having 5-7 electrons) and special group atoms having 4 electrons in their last shell tend to either gain or lose electrons to reach octet state bottom line they use different bondings to reach that state, some prefer ionic, some covalent etc
