.It expands when it freezes. Hydrogen bonding within a substance occurs when various moieties within the molecules have negative charges, which attract the more positive hydrogen atoms. When a solution gains energy (heats up,) this increases the chances of this interraction, as the molecules move more quickly. When it loses energy, everything slows down, and the chances of a positive region "lining up" with another positive region increases, and the molecules space out. The key here is that "When the molecules lose a lot of energy, the hydrogen bonds hold them relatively far apart." This states the answer, but in far more specific terms.
