You need the totals on the bottom and on the far right. And you need them as fractions/percentages/decimals
C meets the first requirement, but just provides raw data, no ratios. Therefore B is the only viable option

@~hi good question. I would interpret Which of the following is a two-way conditional frequency table for gender? to mean frequency table for gender given location in other words, adjust things so the columns (the location) sums to 1 that would make it A but I'm guessing on this.
