I would say D, becauscomparing h-bonding with dipo-dipole, the first are stronger as Hydrongen inds with HIGHLY electronegative atom, whereas in the latter, as long as there isdifference of electronegativities of at least 0.4, there will be such bond.

it's A Hydrogen bonding is itself a dipole-dipole interaction, but it involves the largest dipole moments (H bonded to the most electronegative atoms on the periodic table, N, O, and F). The larger the dipole moment, the larger it's interaction is with other dipoles or ions.
