The electonegativity of elements decreases from top to bottom along a group (vertical column) due to increase in Shielding Effect (decrease in the electrostatic force of attraction between nucleus and valence shell due to addition of shell in between) and increases from left to right across a period (horizontal Row) due to increase in nuclear charge (increase in the number of protons). Therefore, the highest value of electronegativity belongs to Beryllium as it is at the top of the group II-A. I hope that helps.
