How would you determine the proper number of significant figures of a liquid using a graduated cylinder?

It depends on the precision of the scale on the graduated cylinder. Look at the scale precision. You can estimate to one figure beyond the finest scale increments available. That will determine the number of significant figures you should use to express your measurement.

Well it depends on the type of graduated cylinder. You always want that 1 uncertain digit so say the graduated cylinder goes by ones. You would want to have 3 sig figs such as 25.0. If it goes up by 10's your uncertain digit would be in the ones place such as 11. And so on and so forth. I hope this helped.
