The first thing to do would be write the equation in it's usual form.

the equation for a graph is: y =(slope)x + (y intercept)
So simplify what you have: (y+1)=3/5(x-3)
to fit that. Does that make sense?

(hint: it's helpful to make the "1" on the left have a denominator of 5 like the other fractions. So your new equation would be:
y + 5/5=3/5(x-3)
