Which molecule will form a solution with a very low pH? H3PO4 H2O NaOH KOH

A low pH means very acidic. Very acidic means lots of hydronium ions. Which molecule will produce the most hydronium ions once dissolved?

Well, H2O would be a nutral pH.

Then you'd be right! Water is neutral as @Apocalyptic_Ash says, so it's not likely to form a significant amount of hydronium or hydroxide ions. NaOH and KOH are both bases, because they dissociate in water to produce hydroxide ions.
