Reduction refers to gaining electrons. An oxidizing agent is the element that is being reduced. A reducing agent is the element that is being oxidized. Acids donate H+, which can be thought of as a proton, to bases. You can think of acids as being reduced once they give away the H+ ion; acids are oxidizing agents because they get reduced. Conversely, bases are reducing agents because they get oxidized.

It really depends on the compound you have. For instance, potassium permanganate is an excellent oxidizing agent, while lithium aluminum hydride is one of the strongest reducing agents.
