I believe it is D immicible liquids do not form a homogeneous mixture which is another way of saying a solution and not dissolving into each other

whoops forgot to finish that sentence and not dissolving into each other is not a solution since it does not mix "thoroughly" and having a low surface tension allows contact between molecules and lets dissolvinghappen
