If i understand your question, then the answer is yes. A mole is a specific number (Avogadro's number, 6.022 x 10^23). If you have a mole of water molecules and a mole of sugar molecules, you have the same number of molecules (even if the samples have different overall masses). It's like saying you have a dozen of something. I could have a dozen muffins or a dozen cars...obviously two very different things but I have the same NUMBER of each.
