HI N goes from + 5 to +3 like an oxidizing agent . I goes from -1 to 0 like a reducing agent . Would that mean the answer to the problem would be D.)?

The answer would be C, HNO3 because its oxidation state goes from +5 to +2 which means it is losing electrons. Losing electrons is oxidation and the reducing agent is oxidized.
