I know that this question is regarding basic solutions. However, it may be helpful to first think of acidic solutions. Do you know how to balance a redox reaction in acidic solution?

use H+ and OH− equally in order to balance the equation use OH− and H2O, as needed to balance the equation I use H+ then neutralize them with OH- to form H2O and add the same number of OH- in the other side of the reaction
