NaOH when dissociates forms Na+ and -OH, that is forms a basic solution, with -OH greater than H3O. NaCl is considered to be a neutral salt, that is , when it dissociates, in forms pH7, which is equally balanced between acid and base. Therefore, the answer relies on HCLO4, Hyperchloric acid, which when dissciates forms H+ and ClO4-, both of these ions are highly concentrated with H+ rather than -OH. Hope it helped.
