Absolutely, i believe it's CCl4 and here's my explanation as to why. if you look at the structure C-Cl is obviously polar because of the electronegativity difference. However if we draw out the molecule we find that the dipoles cancel and thus the molecule becomes non-polar. So remember, sometimes you have a molecule that has polar bonds but isn't polar and thats's because the dipoles cancel.
