To me that term just doesn't make sense. You have two things to consider Q(sp) how much of a solute is dissolved taking into consideration, the ions, at a particular point. K(sp) your solubility ion constant, temperature dependent, which is how much of a substance can dissolve in that particular solvent at a given temperature. This value depends on something simple: like dissolves like. In the case when the solution is saturated you have: Q(sp) = K(sp) solution can't accept any more solute at the given temperature. If Q(sp) is less than K then you haven't reached saturation point.
