kinda. so if we had then three sets of the hexagon we would have: 28 x 3 = 84 since two sets has 6 sticks being subtracted, then in three sets would it be 12 sticks out?

I count 3+3 = 6 hexagons given to you in the problem there are four groups of this pattern repeated (in two different configurations). So 4*6 = 24 hexagons total
