Metals, Halogens, and non metals will all to some degree form bonds with other elements depending on the situation. Halogens want to gain that electron so badly because then their octet would be satisfied. some metals have a tendency to lose electrons and may form bonds with more electronegative elements to lose those electrons. some non metals also bond too. Noble gases are unreactive because they have a filled octet, they generally don't react. but sometimes they do for instance, with some compounds like Fluorine will react

atoms react to attain the octet the octet is complete only when there are 8 electrons in the outermost shell. those who have 8electrons in the outermost shell dont react.
