water is polar because the oxygen is more electronegative than hydrogen. now the property is called hydrogen bonding which has two characteristics: 1. a hydrogen must be covalently bonded to either an Oxygen, a Nitrogen, of Fluorine to act as a hydrogen bond donor. 2. the molecule must have a lone pair of electrons that can act as an hydrogen bond acceptor.
