You can take that statement and directly convert it to a mathematical expression.

You can also re-write it this way: "For every 10,000 gallons of water add 16 fluid ounces of chemical."

y and x will always be in a linear equation. It's m and b that get replaced with numbers. 10,000 should definitely be in the equation as well.
