If water is out of the system (inside the bucket), it will not be an opens system. A) is sorta correct, but water only evaporate (liquid to gas) when it gets really hot, and not cold. It freezes when it gets cold.

Frozen ice has water molecules in it. It is just water in solid form.
In other words, why can water not be inside a bucket for so long? If water is leaving the bucket, external forces are created. The question is asking why does water stay in a bucket for a short amount of time?

The reason is that a closed system has nothing going in or out and water retains energy very well also water it polar so it is attracted to itself. It doesnt like contact with other things.
So if water spills, then it wont be closed for so long.
A bucket of water would eventually dump it out in a short amount of time.
Mass never disappears. Water contains only water unless stated otherwise. The spill shouldn't effect the system, so let's go with A.
