Hello,
A fundamental equation for waves is $$v = f \lambda$$ where $$\lambda$$  stands for the wavelength, f is the frequency and v is the speed of the wave.
The wavelength is, according to the image, 3 meters, whereas the speed is 423m/s. Putting it all together: $$423 m/s = f*3m$$
$$f = \frac{ 423m/s }{ 3m\ } = 141Hz$$
So the frequency is 141Hz, or 141 cycles per second
