Hey there. Let me help. I will give the description of all aforementioned substances. Before such, I want you to learn that if a substance is polar, can only interact with a polar one and if a substance is non-polar, can only react with a non-polar one. Window cleaner would be appropriate, as we that even if the window has dirt or oil, of course the substance will wash it way. The question is why? It is because the substance has practically no bonds of a high-electronegative and low-electronegative substances, to form polar bonds. They are greatly made by non-polar bonds. Like CH or ClBr bonds, in which the electronegative difference is low (not exceeding 0.4) Soda is basically Sodium hydroxide, which contains OH bonds and these have elements in which the electronegative difference is higher than 0.4, making polar bonds. Lotion is an organic product that if I am not wrong, are rich in glycerine, some kind of tri-alcohols. Again, alcohols have OH bonds , which are polar. Conclusively, window cleaner would be the answer as it is a non-polar substance just like the oil in case.
