In the periodic table Flourine (F) is in row 17 . So it has 7 outer electrons and it wants to complete the octet which means it wants 8. So it would steal it from another atom, especially since Flourine is quite electronegative it will pull charge toward itself. So it would "gain one" to complete its octet :)
