Silicon has 4 valence electrons and wants to share 4 electrons to become neutral and gain a full octet. Oxygen wants to share or transfer 2 electrons to become stable and form a full octet. From "silicon dioxide" we can infer that there will be 2 oxygen atoms in the formula due to the di prefix in front of the oxide.
So 1 silicon would combine with 2 oxygen atoms to form silicon dioxide
