It's not B or D. There are two electrons in the first level of an atom. What do you think the answer is?

Innermost electrons are in the s-orbitals, which are the ones closest to the atom nucleus. These do not participate in reactions, as they cannot detach from the nucleus. As a result, they cannot move out of the atom. That makes B wrong. I will then agree with A.
