Perhaps the answer is "all sips are bips". This doesn't look quite like maths though; logic and maths are related but not the same.

I think Tommynaut is right because" De Morgan" law says that negation of a negation is confirming

The negation of "no sips are bips" is "not no sips are bips" which means "some bips are sips"

the negation of "no person in the room", is not "all persons are in the room". in order to make the statement false (negate it) of no person false ... there has to be at least how many people in the room?
