Looks like you need to know how the number of protons, neutrons and electrons affect the outcome of the bonds they make
I don't personally know that. But if they are asking this to you, on a test/quiz/hw/lesson then they should have showed something like this to you that explained it

Isotopes have same number of protons, but different number of neutrons. Also they are same element. There are isotopes of Li and Be

Okai so The the uniqueness of an element is brought about by the no. of protons. That is no. of protons is different in each element. In an element no. of protons = no. of electrons. Even though A and B has the same no. of protons it doesn't have the same no. of electrons and no. of neutrons. So that makes A and B 2 different elements. Considering C and D they both have the same no. of protons and electrons. But their no. of neutrons are unequal. Isotopes are when elements have same no. of protons , same no. of electrons and different number of NEUTRONS! SO that's it ! That makes C and D isotopes. So the answer would be C yeah ?
