A balanced equation would have the same amount of each element on both sides, So on the right side there are six NO3 atoms and 1 Pr atom. On the left side there are six NO3 (multiply what is inside the parenthesis with what is outside.. 3*2 = 6) atoms and 1 pr atom. So it is balanced.
