As the temperature decreases, the molecules lose energy and move closer together, causing the balloon to shrink. Molecules gain kinetic energy when they are heated, and get faster. However when molecules are cooled they lose kinetic energy and slow down.

I should also add this: Inter molecular forces are what keeps molecules close together, so as the molecules are heated and gain kinetic energy these inter molecular forces become weaker, but when the molecules are cooled and lose this energy, inter molecular forces grow and they get closer together.
