I think its Ba. It follows the octet rule it does not need an exception.

Here Be, B, and He all need exceptions to obey the octet rule as they all will never have a full complete valence set through the loss or gain of electrons. However Ba can lose 2 electrons and then obey the octet rule by having a full valence set therefore it is not an exception to the octet rule.
