Ok so we know Cl has a -1 charge in its most common state therefore the Cu will be a Copper ion with a +1 charge denoted by Copper (I) ion

so its B becoause of its natrual common sate?

yea, and mostly because the Cl has a negative charge therefore the Copper has to be a +1 to form a neutral compound
