You want to minimize changes in font on any collections of pages, be it for a report or whatever. Thus you should always use only three or less.

To explain further, changing fonts makes the reader consider what change made that font necessary, distracting from the content. Espically in professional writing, one wants to keep fonts consistent (such as one for headings and one for content within headings).
