If you decrease the frequency, the interactions between atoms or molecules will no be effective and the rate of reaction thus will not increase.

Collisions can be happening very frequently and you will still have no reaction if 1. The collisions do not happen with the proper orientation. 2. the collision speed is not high enough. So not only do you need a large amount of collisions but they must be "successful"
