Well, I added the 7 and 4 from the frequency to get 11
11 is correct.
You receive 4 0-9, and 7 10-19, therefore a total of 11 times it happened.

What would the purpose of doing that be?

Think: "cumulative frequency." What does that mean?

"19 or fewer" means you can ignore all the lines in the table after the first 2. "cumulative" means "adding up all the previous numbers plus this one," so you are adding up 4 and 7 and getting 11 (as you just did). STOP. That's the answer you want.

Just what I said earlier. I added the 7 and 4 from the frecuency side to get 11
