Sorry, I refrain from commenting on this one because this question is very vague, and subject to many different interpretations.
1. "200% more than"
If 2003 is considered 100%, then 2005 has 100+200=300% of 2003? or as @Thomas123 suggested, it's only 200%?
2. According to normal mathematical interpretation, 200% more than... will not mean the 2003 percents, but the value two years ago. That makes it an exponential function.
If it meant 2003 percentage, then it would have said so. (therefore a linear function).
