Generally, when we're taking about the periodic table we use the terms "ACROSS A PERIOD" and "DOWN A GROUP". A period is one of the horizontal rows of elements, whilst a group is one of the vertical columns of elements. "Down a Period" might mean either to be honest. If it actually means "Down a Group" then E is correct, as we're adding an new shell of electrons as we go down each time. However, if it means "Across a Period" then D is correct, as when we go from left to right across a row, we're only increasing the number of electrons by one each time (i.e. we're filling up the outer shell, rather than having a new shell altogether). Sorry for the confusion, but I hope that helps you out! :)
